appearently my pc isnt, and it told me that *after* i waited fo the cable to arrive

you dont need steam vr if your using the quest/quest2 (i dont know what its like in other headsets i only hvae a quest 2) but you do need a pcvr cable, connect the headset and just run the game, no steam vr needed

its not supposed to run on pc, you can do whats called sideloading and download apk files to the quest, and yes the quest 2 does use apk files I know because I have a quest 2 and I made agame for it using unity and it was an apk file

first of all I made a 3d game in unity that runs on mobile, and just so you know they are not asking for apk to run on mobile they are asking for the oculus quest or quest 2 because those use android and apk files for games

because the oculus quest and quest 2 run on an android based operating system it uses apk files for games
